From Covington Police:
At approximately 9:40 am this morning, the Covington Police Department was notified by the St Tammany Parish Sheriff’s Office about a suspect, identified as Harlan Cyprian, making threats against law enforcement on social media. In his Facebook post, Cyprian designated January 2, 2019, as “Kill Cops Day…” The threat also included the targeting of one of our long-time and high-ranking officers of the Covington Police Department.

Steps were immediately taken to ensure the safety of the officer threatened and to arrest Cyprian at his Covington residence.

While investigating the threat against law enforcement, Cyprian was also identified as the suspect who used a pickaxe to break a window and door at the St Tammany Parish Justice Center, which occurred on Monday, December 31, 2018, at 8:30 pm.

Cyprian was charged with the following violations and booked into the St. Tammany Parish Jail:

LRS 14:40, Terrorizing. (Felony)
LRS 14:56, Simple Criminal Damage to Property (Felony).
LRS 14:108.2, Resisting an Officer with Force or Violence. (Felony)

“I would like to thank the Covington Police Department and the St. Tammany Parish Sheriff’s Office for their immediate actions in identifying, locating and apprehending the suspect. Individuals who make life-threatening comments against any of our citizens, particularly against our law enforcement professionals, will be dealt with quickly and to the fullest extent of the law,” stated Mayor Mike Cooper.
